MINUTES

Board of Education Meeting
Monday, July 20, 2020 at 6:00 p.m.
Community Room of the High School Building

The Chilton Board of Education met in regular session on Monday, July 20, 2020 at 6:00 p.m. in the
Commons area of the High School building. The meeting was moved to the Commons area in the
high school building to accommodate additional staff and community members.

Mr. Randy Lisowe called the meeting to order at 6:00 p.m.

Roll call of members:
Present: Mr. Randy Lisowe, Mr. Terry Criter, Mrs. Donna Koenigs, Mrs. Maria Halbach and Mr.
Dave Bailey.

Also Present: Mrs. Sue Kaphingst, Mrs. Samantha Woelfel, Mrs. Dawn Bartel, Mrs. Pam Schuster,
Mrs. Lori Muench, Mr. Shawn Rude and Mr. Matt Kiel.

Notices were properly posted.

Under delegations, Betty Schilling, 228 N. State Street, Chilton, WI commented on the Chilton High
School Band Director.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Dave Bailey to amend the agenda to
add under D. Personnel Approvals - I. Recommendation for Hire: Michael Brocker, Varsity Wrestling
Coach. All ayes, motion carried.

There was a motion by Mr. Terry Criter, seconded by Mrs. Maria Halbach to approve the following
Consent Agenda items: Approval of minutes from previous board meetings, to include committee
meetings. Approval of bills as presented and authorize payment of check #212470 - #212749 and
ACH # #202000004-#202100044. The July receipts were $380,556.10. The July disbursements
including payroll were $1,072,252.52.

Recommendation for Hire: Michelle Blaha, School Nurse and Michael Brocker, Varsity Wrestling
Coach.

All ayes, motion carried.

President’s Report – Mr. Randy Lisowe gave the President’s report.

Board of Education Committee Reports:

Finance Committee: The Finance Committee met on July 20, 2020 at 5:00 p.m.

Buildings and Grounds Committee: The Buildings and Grounds Committee met on July 1, 2020 at
4:15 p.m.

Education Committee: The Education Committee met at on July 16, 2020 at 2:15 p.m.

Policy Committee: No report.

Co-Curricular Committee: No report.

There was a motion by Mr. Terry Criter, seconded by Mr. Dave Bailey to approve the Preliminary
2020-2021 School District Budget Report. All ayes, motion carried.

There was a motion by Mrs. Maria Halbach, seconded by Mrs. Donna Koenigs to approve Resolution
No. 2020-2. A Resolution Authorizing Participation in the Calumet County Special Education
Programs per State Statute 11.5817(9)(b) & (c). All ayes, motion carried.

There was a motion by Mr. Terry Criter, seconded by Mrs. Maria Halbach to approve Resolution No.
2020-3. Resolution to approve the list and description of the 2020-2021 Student Academic Standards
in the areas of mathematics, science, reading and writing, geography and history as shown in
Attachment A, with a date of July 20, 2020, and with said Academic Standards constituting the Board adopted
standards that are required under section 118.30(1g)(a) of the state statutes.

AND

Move to direct and authorize the administration to take any necessary actions to incorporate the
Board-approved list and description of the 2020-2021 Student Academic Standards and to issue a
notice for parents/guardians that is consistent with the requirements of section 120.12(13) of the state
statutes. All ayes, motion carried.

Mrs. Sue Kaphingst, Superintendent, presented Chilton School District’s Return to Learning Plan.

Under Administrative Reports: Mrs. Sue Kaphingst, Superintendent, asked Mrs. Lori Muench,
Director of Pupil Services, to report on Seclusion and Physical Restraint Report for 2019-2020.

There was a motion by Mr. Terry Criter, seconded by Mr. Dave Bailey to convene into closed session
to discuss Administrative, Chilton Education Association (CEA), and Support Staff Wages and
Benefits, and to discuss specific personnel. Upon a roll call vote: Lisowe-aye, Criter-aye, Bailey-aye,
Koenigs-ayes and Halbach-aye. All ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Dave Bailey to adjourn the meeting.
All ayes, motion carried.
