Board of Education Meeting
Monday, October 26, 2020 at 6:00 p.m.
Commons Area in the High School Building

The Chilton Board of Education met in regular session on Monday, October 26, 2020 at 6:00 p.m. in
the Commons Area of the High School building.

Mr. Randy Lisowe called the meeting to order at 6:00 p.m.

Roll call of members:

Present: Mr. Randy Lisowe, Mr. Terry Criter, Mrs. Donna Koenigs, Mr. Dave Bailey and Mrs. Maria
Halbach (virtual).

Also Present: Mrs. Sue Kaphingst, Mrs. Samantha Woelfel, Mrs. Pam Schuster, Mrs. Lori Muench,
Mr. Matt Kiel and Mrs. Dawn Bartel.
Absent: Mr. Shawn Rude.

Notices were properly posted.

Under delegations, there was a motion by Mr. Dave Bailey, seconded by Mr. Terry Criter to approve
the following gifts to the District:

-Three cases of disinfecting wipes from Leading Dairy Solutions (LDS) to the Agriculture
Department.

-$724.78 from St. Anna Veterinary Clinic and Kiel Veterinary Clinic on behalf of the Zoetis Rebate
Program to Chilton FFA.

-Donation from Weber Oil – Gas Pump for Chilton School District - $263.64.
All ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Terry Criter to approve the following
Consent Agenda items: Approval of minutes from previous board meetings, to include committee
meetings. Approval of bills as presented and authorize payment of check #212928-#213009
and ACH # #20201001-202100175. The October receipts were $55,194.16. The October
disbursements including payroll were $1,219,708.10.

Recommendation for Hire:
-Kaylyn Eustache, Special Education Paraprofessional
-Tessa Farley, Lifeguard
All ayes, motion carried.

CESA 7 Employees–For Information Only-No Action Required:
-Macey Pingel, Special Education Paraprofessional

President’s Report – Mr. Randy Lisowe gave the President’s report.

Board of Education Committee Reports:

Finance Committee - The Finance Committee met on October 13 and 19, 2020.

Policy Committee – No Report.

Co-Curricular Committee – No Report.

Education Committee – No Report.

Buildings and Grounds Committee – No Report.

There was a motion by Mr. Terry Criter, seconded by Mr. Dave Bailey to approve the budget changes
as presented to reflect the certified levy. All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to approve the 2020-2021
levy. All ayes, motion carried.

Mrs. Sue Kaphingst, Superintendent, updated the Board on mitigation practices.

Miss Breanna Bowe, Student Board Representative, gave an update to the Board of Education on
current student topics.

There was a motion by Mr. Terry Criter, seconded by Mrs. Donna Koenigs to approve the Third
Friday Pupil Count. All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mr. Terry Criter to approve the Wisconsin
OPEB Trust Annual Review and Report as presented by Mrs. Samantha Woelfel. All ayes, motion
carried.

Under Administrative Reports:

Mrs. Sue Kaphingst, Superintendent, gave an update on mitigation practices earlier in the meeting and
provided Mr. Shawn Rude’s administrative update.

Mrs. Pam Schuster, Elementary School Principal, updated the Board on the educational setting at
Chilton Elementary School.

Mr. Matt Kiel, Middle School Principal, updated the Board on team building, staff mental health and
the educational setting at Chilton Middle School.

Mrs. Lori Muench, Director of Pupil Services, updated the Board on Allies in Mental Health
Education (AMHE).

There was a motion by Mr. Terry Criter, seconded by Mrs. Donna Koenigs to convene into closed
session pursuant to State Statute 19.85(1)(c) & (f) to discuss Chilton Education Association (CEA),
Administrative, and Support Staff Wages and Benefits. Roll call vote: Lisowe-aye, Criter-aye,
Bailey-aye, Koenigs-aye. Halbach (virtual)-abstained.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Terry Criter to reconvene into open
session. All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mr. Terry Criter to compensate Chilton
Education Association (CEA) 1.81 percent and Administrative and Support Staff 2.0 percent. All
ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mr. Terry Criter to adjourn the meeting. All
ayes, motion carried.
