Board of Education Meeting

Monday, June 21, 2021 at 6:00 p.m.

Commons Area - High School Building

 

The Chilton Board of Education met in regular session on Monday, June 21, 2021 at 6:00 p.m. in the Commons area of the high school building. 

Mr. Randy Lisowe called the meeting to order at 6:00 p.m.

Roll call of Members: 

Present:  Mr. Randy Lisowe, Mr. Terry Criter, Mr. Dave Bailey, Mrs. Maria Halbach and Mrs. Donna Koenigs.

Also Present:  Mrs. Sue Kaphingst, Mrs. Lori Muench, Mr. Shawn Rude, Mr. Matt Kiel, Mrs. Samantha Woelfel and Mrs. Dawn Bartel.

Excused Absence:  Mrs. Pam Schuster.

Notices were properly posted.

Under delegations, the following community members signed up to speak:

Bonnie Schneider - Masks; Raya VanAkkeren - Masks; Kelly Groeschl – Masks; Wendy Hein – Masks; Katrina Gerner – Students and Teachers Rights; Alana Lueck – Face Masks; Kasey Lueck – Masks and Sherrie Schaefer, W5180 County F, Chilton – Masks.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Terry Criter, to approve the following donations:

-Weber Oil – Gas Pump $158.48 to Chilton School District – Month of April; Fifth Grade Girl Scout Troop 8183 - $500.00 to Suicide Prevention Committee and Steve Stuebbe - $200.00 to Chilton School District – To be used at our discretion.  All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Maria Halbach to approve the following Consent Agenda items:  Approval of minutes from previous board meetings to include committee meetings.  Approval of bills as presented and authorize payment of check #213462 –#213579          and ACH #202100617 - #202100658.  The June receipts were $316,168.24.  The June disbursements including payroll were $1,144,640.67.

Recommendation for Hire:

-Lauren VanDen Heuvel, Middle School ELA Teacher; Stacy Woelfel, Girls Basketball Coach; Daynen Pethan, Middle School Health/Social Emotional Learning; Abby Schneider, Nutrition Team Worker; Rebecca Graf, High School Counselor and Paige Meyer, JV Volleyball Coach.

Recommendation for Retirement:

 -Paula Schneider, Special Education Paraprofessional.

All ayes, motion carried.

Recommendation for Resignation – For Information Only – No Action Required:

-Tara Bruckner, School Counselor; Samantha Meyers, High School Teacher and Samantha Mayer, District Office Administrative Assistant/Registrar.

CESA 7 Employee – Recommendation for Resignation – For Information Only – No Action Required:

 -Ray Mlada, High School Special Education Teacher.

President’s Report:  Mr. Randy Lisowe announced the following Board Committees, Delegates and Representatives:

Finance Committee:  Dave Bailey-Chair and Terry Criter.

Co-Curricular Committee:  Maria Halbach-Chair and Terry Criter.

Buildings and Grounds Committee:  Randy Lisowe-Chair and Terry Criter.

Policy Committee:  Donna Koenigs-Chair and Maria Halbach.

Education Committee:  David Bailey-Chair and Donna Koenigs.

Board of Education Committee Reports: 

Finance Committee: The Finance Committee met on Tuesday, June 8, 2021 at 5:00 p.m. and Monday, June 21, 2021 at 5:30 p.m.

Co-Curricular Committee Report – The Co-Curricular Committee met on Wednesday, June 9, 2021 at 4:15 p.m. 

There was a motion by Mrs. Maria Halbach, seconded by Mr. Terry Criter to approve a newly developed Athletic Mission Statement.  All ayes, motion carried.

Buildings and Grounds Committee Report – The Buildings and Grounds Committee met on Wednesday, June 9, 2021 at 5:30 p.m. and June 15, 2021 at 5:00 p.m.

There was a motion by Mr. Randy Lisowe, seconded by Mrs. Donna Koenigs to approve Hoffmann Planning, Design & Construction, Inc. to conduct a facility study.  All ayes, motion carried.

Policy Committee Report – The Policy Committee presented the Second Reading of Volume 29.1 and Volume 29.2.

Education Committee: No report 

Mrs. Sue Kaphingst, Superintendent, gave an update on mitigation practices.

The Board of Education discussed and gave input regarding face coverings.  There was a motion by Mr. Terry Criter, seconded by Mr. Randy Lisowe to return to Pre-COVID practices beginning July 1, 2021.  All ayes, motion carried.

There was a motion by Mrs. Maria Halbach, seconded by Mr. Dave Bailey to approve Open Enrollment requests into and out of the district for the 2021-2022 school year.  All ayes, motion carried.

There was a motion by Mr. Terry Criter, seconded by Mrs. Donna Koenigs to approve the 2021-2022 Building Usage and School Fee Schedules.  All ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mrs. Maria Halbach to approve Premier Property Management for snow removal for the 2021-2022 school year.  All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mr. Terry Criter to approve Weber BP for fuel and gas for the 2021-2022 school year.  All ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mr. Terry Criter to approve Chromebook Coverage for the 2021-2022 school year.  All ayes, motion carried.

There was a motion by Mrs. Maria Halbach, seconded by Mr. Terry Criter to set the Annual Meeting on Monday, September 27, 2021 at 5:30 p.m.  All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Donna Koenigs to move the September Board of Education meeting from September 20 to September 27, 2021 and the October Board of Education meeting from October 18 to October 25, 2021.  All ayes, motion carried.

Administrative Reports: 

Mr. Shawn Rude, High School Principal, gave an update on Chilton High School.

Mrs. Lori Muench, Director of Pupil Services, gave an update on Pupil Services.

Mr. Matt Kiel, Middle School Principal, gave an update on Chilton Middle School.

Mrs. Sue Kaphingst, Superintendent, gave a District update.

There was a motion by Mr. Terry Criter, seconded by Mrs. Donna Koenigs to convene into closed session to discuss Administrative, Chilton Education Association (CEA) and Support Staff Wages and Benefits, and expungement of a student expulsion record.  Lisowe-aye, Criter-aye, Bailey-aye, Koenigs-aye, Halbach-aye.  All ayes, motion carried.

There was a motion by Mr. Dave Bailey, seconded by Mrs. Maria Halbach to reconvene into open session.  All ayes, motion carried. 

There was a motion by Mr. Terry Criter, seconded by Mr. Dave Bailey to approve a 1.23% pay increase for a total package of 2.66% for Chilton Education Association (CEA) and 3% increase for administrators and support staff.  All ayes, motion carried.

There was a motion by Mrs. Donna Koenigs, seconded by Mrs. Maria Halbach to adjourn the meeting.  All ayes, motion carried.
